The incubator is the latest proposed addition to the city’s 127-acre NIZ, where all state and local tax revenues, except those from real estate taxes, can be used by property owners to build or renovate buildings where new employees are moving in. In addition to the $177 million hockey arena, where the Lehigh Valley Phantoms minor league hockey team will begin playing in 2014, several office buildings, restaurants, retail shops and a hotel are scheduled to open downtown next year.
